大会のはじめに先住民アボリジニの伝統にのっとった歓迎のあいさつがありました。初日から中身の濃い日程でした。最初の講演はサマーヒルスクールのヘンリー・レッドヘッド氏のサマーヒルスクールの100年についてでした。カランベーナスクールの子どもと卒業生によるパネルディスカッションでは小学校までのカランベーナスクールの進路についても多く話されました。メルボルンの人気が無くなった公立高校を子ども中心の活動に変えた実践例もその高校の校長から話され、注目を集めました。録画でフィンランドどオーストラリアで高官を務めた人物のインタビューも上映されました。夜9時半まで密度の濃い時間を過ごしました。<br />

speech. Pat spoke the contribution of Pat Montgomery to US home education. Amazing

<span lang="EN-US">Clonlara people cerebrated 50<sup>th</sup> anniversary of the
school. It started 13:00. Many graduates, parents, former staff members,
friends came together. Pat Montgomery, the founder published her book about the
experience of Clonlara for this day. It is titled “The School That’s Inside You”.
This words are from A.S.Neil of Summerhill school. When Pat decided to start
Clonlara, she visited Neil at Summerhill. Neil told Pat these words. Because Clonlara
school is a leader of American democratic schools, it’s good to read to know history
of child centered education from the perspective of not only campus schools but
also home education.<o:p></o:p></span></div>

<span lang="EN-US">Some of the participants I met today are very special people. Some
graduates participated the exchange trip to Japan and US in 1994. It took a
month altogether. First, Clonrala people visited Japan and traveled Tokyo,
Kyoto, Hiroshima, etc. Then Tokyo Shure people visited US and traveled Ann
Arbor, NY, Washington and NCACS conference. Konomi-san had been a staff member
at Clonlara for many years who supported Japanese home educators for years.<o:p></o:p></span></div>

Clonlara School is an American free democratic school. Clonlara School is a special free democratic school for Japanese free democratic school people. In 1980’s, Japanese schools had many problems such as school violence, bullying, etc. Many Japanese people, not only teachers but also college students, parents, citizens looked for “solution” for such Japanese education. Quite a few people got interested in “free school”. Those days, “free school” was new ideas from oversea society. Summerhill School in UK and Clonlara School in US was introduced to such Japanese people, through news papers and books. Here and there throughout Japan, such citizens organized study groups about “free school”. They read books and discussed a lot about such free schools. Many people got interested in Clonlara School. So, Mat Montgomery, the founder of Clonlara School was invited to Japan and visited many parts of Japan to have speeches.<br />
Clonlara School fascinated Japanese people because of reasons. The way of education at Clonlara School itself was fascinating. Children enjoyed their freedom. Clonlara also started home based education. Clonlara was one of the leaders to enable home based education legally in US. Clonlara School also organized the nationwide network of free democratic schools in US and some other countries with some friend schools. So, Japanese people learned a lot from Clonlara School at that time.<br />

クロンララスクールはアメリカのフリースクールです。フリースクールというと、今は国語辞典にも載っていて、海外からやってきたもの、というイメージはずいぶん薄れてきたように思います。しかし、30年くらい前はまだフリースクールは日本でそれほど知られていませんでした。1980年代の日本社会は、校内暴力、いじめという社会課題もあり教育に注目が集まっていました。そこで、欧米にあるフリースクールに希望をもって注目した人が大勢いました。日本ではあまり知られていなかったフリースクールを知りたいと思う時に、日本の人たちが関心を持って見たのがイギリスのサマーヒルスクールとアメリカのクロンララスクールでした。この時、クロンララスクールは関心を持つ日本の人たちにとってきらきらと輝く希望の存在だったのです。大沼安史さんが北海道新聞で世界のフリースクールを紹介しました。その時にクロンララスクールは大いに注目を集めました。関心を持つ人たちが各地で立ち上げていたフリースクール研究会でもクロンララは高い関心を持たれ、代表のパット・モンゴメリーさんは日本で講演旅行をするようになったのです。パットさんの著書を含めクロンララに関する本も3冊出版されました。<br />
そのクロンララスクールはアメリカの北東、五大湖の近くにあるミシガン州にあります。かつてアメリカ、世界の自動車首都と言われた3大メーカー(フォード、GM、クライスラー)の拠点を擁したデトロイトの近くにアナーバーというミシガン大学の大学街があります。クロンララスクールはそこで50年前に生まれました。1960年代のアメリカはフリースクール運動がとても盛んな時代で、各地で従来の教師が教室で、教師が決めたことを子どもに教え込ませるという教育の在り方に疑問を持った人々が自分たちで小さな学校を始めていました。クロンララスクールもその一つです。サドベリーバレースクールなどもこの時期に生まれています。しかし、この時期に生まれたフリースクールの多くは今日まで続いていません。そういう意味でもクロンララは特別と言えますが、それだけでクロンララスクールが特別なのではありません。クロンララスクールは子ども中心のホームエデュケーションの旗手としてアメリカで子ども中心のホームエデュケーションを広げ、各地の州法を変えていく基盤を作った一つでもあります。さらに、アメリカのフリースクールの全国ネットワークである全米フリースクール連合をその中心として立ち上げ、フリースクール運動を展開してきたまさに真ん中に位置してきたフリースクールなのです。<br />

イスラエルのデモクラティックスクールの多くは幼稚園から高校まで、年齢で言うと4歳から18歳までを受け入れているところが多く見受けられます。3~4歳くらいの年齢グループごとにホームという拠点・居場所があるところが多いです。ホームにはいすや机、ソファ、などの他流しや電子レンジなどがあり、過ごしやすくなっています。年齢の幅が広いことと、簡単なキッチンを備えた居場所空間が揃えられていることは、今回訪れた殆どのデモクラティックスクールに共通していました。<br />

The Ecological Green House in a Kibbutz has a educational programme for teenagers. The director of the place loves teenagers a lot. He offers opportunities to have try and errors in the field of agriculture. For example, a group of high school students studied the structure of shark skin to make good material for pipes of providing water and fertilizer to grow the plants. They have the problem of bacteria growing inside of such pipes. So, the students studied the structure of shark skin and made very smooth surface pipes.<br />
今回のIDECではデモクラティックスクールなどの現場訪問の企画の中にスクール以外の興味深い子どもの学びのプロジェクトが入っていました。「エコロジカルな温室」というキブツのプロジェクトでは主に高校年齢の子どもたちが農業や生物関係の技術開発で試行錯誤ができるような企画を紹介してくれました。水耕栽培のパイプは水や肥料を供給しますが、内側にバクテリアなどが繁殖しやすい問題があります。その問題を解決する表面を持つパイプ素材の開発のためにバイオミミクリの発想からサメの皮膚を研究して、バクテリアなどが繁殖しにくいパイプ素材の開発に成功したそうです。<br />

We also discussed about international conferences(IDEC) and regeonal DECs. At the gathering of APDEC(Asia Pacific Democratic Conference), many people want to have IDEC in every two years and regeonal DECs in the another of the two. But the IDEC meeting, people want to host IDECs in their countries.Some people want to host IDECs every year. So, we made sure we have IDECs every year.<br />

Yesterday, and the day before, we talked about future IDECs at IDEC meeting.We made sure about IDEC in India 2018 and in Nepal 2020. The organizers of Indian IDEC are discussing about the place. Bangalore, Goa, and north part is the candidated palaces. We spend much time about 2019 in Kenya. Because there wasn't a delegation from Kenya then, Chloe and some other people talk with Kennedy of Kenya in a month then former organizers of IDECs will decide. If it is not in Kennya, IDEC will be in Stork, Ukraine 2019. Summerhill School will cerebrate 100th anniversary in 2021 so it may be good to have IDEC then there. Taiwanese studetns aslo showed wonderful video of hosting IDEC in Taiwan.<br />
昨日、おとといとこれらかのIDECの開催について話し合いました。2018年のインドと2020年のネパールについてはその開催を確認しました。インド大会の開催地はバンガロール郊外、ゴア、北部などが候補に挙がっているそうです。議論の多くは2019年に開催の意向を示しているケニヤです。経済状況が厳しいこともあり心配されています。今回はケニアから人が来ていないので、EUDECの事務局長などがケニアの開催希望者とこの1か月で連絡を取り、意向を明らかにしていきます。ケニアの開催が難しい場合は、ウクライナで開催します。2021年はサマーヒルスクールの100周年でサマーヒルでの開催が良いという考えや、台湾で開催したいという台湾の子どもたちの作った映像が上映されたりしました。<br />

This area was know as economically socially difficult community. Eleven years ago, a democratic school was founded here. At this school, teachers have good relathionship with students as other democratic schools. They also make great efforts to have better understanding of democratic education of the parents. Now this community becomes more and more conforatable one to live in, we heard. This wooden bench is the work of students. They also sell these works.<br />
ギバトオルガはヘデラ市の地域の地名です、経済的、社会的に困難を抱える地域でした。11年前にデモクラティックスクールができました。ここでは、子どもといい関係を作るのはもちろん、親にデモクラティックエデュケーションを理解してもらう努力をしてきています。その結果、この地域の治安なども良くなってきており、住みやすくなったと言われているそうです。<br />

This democratic school is a mile stone school. So many democratic eduation people are inspired and empowered. At this IDEC, tour to Hadera was planed and two days of the conference was held here. This is my third visit to Hadera. The last visit was 2010. Every time I visit here something is different from the previous visit. This time, they have a big new building. People have more rooms and spaces. Surprisingly now they have 600 students. This may be the biggest democratic school of this type. Still they have the long waiting list of 200 children.<br />
ヘデラデモクラティックスクールはイスラエルの人にとってだけでなく、世界の人にとっても特別な場所です。多くの人に影響と勇気を与えてくれている場所です。<br />
今回のIDECではデモクラティックスクール訪問で訪れただけでなく、会場として2日使われました。今回で3回目の訪問となりますが、毎回大きな違いがあり驚きます。今回は鉄筋コンクリートの大きな建物ができており、部屋数もずっと増えていました。人数も増えており、現在は600人の子どもがいます。このような形のデモクラティックスクールでは最も大きいかも知れません。それにもかかわらず200人もの子どもがうエイティングリストに載っているそうです。<br />

大会の最後には今回の発表者の中から最優秀発表を選ぶというセレモニーがありました。僕はディスカスタントというシンポジストのような役回りなので対象になりませんでしたが、60近い発表の中から主催者側から3つ選ばれており、その3者の発表を聞いて投票をしてその場で一つだけ、賞を贈呈する企画を決めるのです。たくさんのの参加者は欧州評議会の議員席に座っていますから、その参加者たちが議員が投票で使う電子ボタンを使って投票するのです。投票は即時に大画面に表示され結果が参加者全員にわかるという仕組みです。僕も議場にいたので、投票しました。結果は、ドイツの難民の人たちなどを対象としたネットを使った大学教育のプログラムが受賞しました。デモクラシーの大会だけに、デモクラティックに賞も決定するということのようでした。<br />
At the closing ceremony three initiatives already chosen by the organizer in advance were introduced and these three project people expalain about their activities. Then the participants at the hall voted to chose one award activity. We used the electric buttons which the Members of European Council use. Instantly the result was shown on the huge monitoers in front of us. The German initiative providing higher education programme through the internet for the refuree people were awarded. This forum is about democracy. So, the award is also decided by democratic way. That looks the idea of the organizer.<br />

デモクラシーと教育というテーマですが、もう少し方向性があり、社会経済的な格差の拡大、難民、人権、ヘイトクライムなど社会問題への有効性という視点が重視されていました。その中でデモクラティック教育の意義を語ることが望まれていました。とりわけ、アメリカの大統領選挙の結果が報道されると、デモクラティックな社会でのデモクラシーの危機に対して我々はどうするのかという問いが強く意識されました。大会で多くの人たちが言っていたのは、アメリカの大統領選挙が対岸の火事ではなく、それぞれの社会で同様のことが起き得るということでした。日本でもすでにそのような状況が起きている言えます。フランスでも来年の大統領選挙で極右候補として力をつけているルペン氏が当選する可能性が語られています。まさか当選することはないだろうと今まで言われてきました。でも、今回のアメリカの大統領選挙ではまさかが実現したわけです。イギリスのEU離脱もまさかと一時は言われていましたが、離脱となってしまいました。確かに、同じようなことが世界各地で起きてきています。取り残されていて、力が無いと感じている多くの人たちに不満が高まっており、現状を大きく変えてくれる強い候補に投票をするということが起きているのです。フィリピンの大統領選挙もそのように捉えられるのでしょう。強いこと、極端なことを実行するという人、今の状況を変えてくれる人、そのためには強引なくらいでないとできないという感覚があるようです。そこではデモクラシーは軽視されるように感じます。膠着して、デモクラティックな対話的なやり方ではらちが明かない、力のない自分たちが変えられない現状を強力な強引なくらいなリーダーだからこそ変えてくれるのではないかと期待するのでしょう。結局膠着してしまうデモクラティックなやり方ではどうにもならないから、デモクラシーは多少軽視されても仕方がない、という感覚もあるように思います。<br />
つまり、ヒットラーがなぜ政権を取りえたのかをフロムが『自由からの逃走』で描き、マッカーシー旋風が吹き荒れてリースマンが『孤独な群衆』を書かざるを得なかったのは、ある種のカリスマ性を持った個人を問題視するだけでは状況は変わらないと彼らが考えたからです。今の世界も同じような状況にあります。今回の大統領選で、従来共和党の候補を支援してきた政財界の大物たちでクリントン候補の支援に回った人が少なくなかったといいます。ある種、妥協をしてクリントン候補の支援に回らざるを得なかったわけですが、それでは遅すぎたということなのでしょう。現状をある種破壊的なまでに変えて欲しいと強く望む強い不満を抱く多くの人たちが社会にたくさんいるのです。自由な経済競争を強調すれば、当然、豊かなものが豊かになるのです。そのような経済や社会を正しいものとするならば、経済的に豊かになれない人々は、正しくないまでも豊かでなくて仕方のない人々、応分の責任結果ということになります。そのことに納得のいかなさ、被害をこうむっているという感覚があり、破壊的にまで現状を変えることが正当であると感じるのでしょう。<br />

今回の大会ではヨーロッパのデモクラティック教育関係者ではパリのデモクラティックスクールの代表のラミンさん、オランダのデモクラティックスクールの卒業生で市議会議員をしているシモーヌさんが発言者として招聘されていました。この大会に合わせてEUDEC(デモクラティックエデュケーションのヨーロッパ地域での活動体)の理事の集まりを開いて、理事も参加しただけでなく応援に駆け付けた人々も大勢いて結果として、ドイツ、イギリス、オランダ、ポーランド、フランスの人たちが今回の大会では活躍しました。ヨーロッパ以外ではイスラエルのヤコブさんと僕が発言者として招聘されていました。誰がどのように人選されているのかが私たちの疑問でもありました。でも、人事は明かしてしまうといろんな圧力がかかる可能性があり、「欧州評議会の担当チームが今回の会議の内容に応じてしかるべき情報を集めてふさわしい発言者を選んだ」というなんだかわからないものでした。<br />
Ramin from a democratic school in Paris, Simone who is a graduate of Dutch democratic school and a member of city council in Holland speakers at this forum. EUDEC decided to have board meeting at this timing. Many of EUDEC people not only board members joined this forum from France, Holland, Germany, UK and Poland. They had been quite active during the forum. Outside of Europe, Yaacov and I was invited as speakers. Many people wondered how and why these people are chosen as speakers. Actually I was asked this question and I also had the same question by myself. The organizer explained they collected necessary information properly and they chose appropriate people for the cnontent.They cannnot who and how more precisely otherwise many people would pressure the organizer to invite someone they know. It's their explanation and we couldn't know who chose these speakers.<br />

asakurahttp://www.blogger.com/profile/05378717846836790694noreply@blogger.com0tag:blogger.com,1999:blog-30680958951484646.post-71419208184128668252016-11-12T06:59:00.003+09:002016-11-12T06:59:51.159+09:00 世界デモクラシーフォーラム⑦ /World Forum for Democracy7大会では「自由な時間~一日何もしないで過ごす~」というドイツの映像作家のデモクラティックスクールについてのドキュメンタリー映画が招待上映をされていました。今年の夏にシューレ大学で上映して好評を博した作品です。上映後に監督と、映画にも出てきたドイツの子どもたちも一緒に観客との質疑応答も行いました。映画の中ではイスラエルのデモクラティックスクールが取り上げられており、そのことについてパレスティナにもデモクラティックスクールはあるのか、イスラエルのデモクラティックスクールにパレスティナの子どもは通えるのかという質問に始まり、ドイツではデモクラティックスクールに通う子供の親は、あまりにラディカルな教育に理解が追い付かないことはなにのか、などの質問がありました。子どもたちやスタッフたちが一生懸命応え、時間を超過して、守衛さんに追い出される夜遅くまでセッションは続きました。<br />
During the conference, a German documentary film sbout democratic education titled "Frei Stunde --- Doing Nothing All Day" was showed. After the show, the director, students and staff of German democratic schools answered to the participants. The first question was about Plestinian and Israeli democratic schools. Then some questions are about parents understanding of democratic education. We discussed a lot till the gourdman pushed us to out of the room because of the closing time of the night.<br />

In his keynote speech, Yaacov proposed for state schools to conduct child-centered activities in which children and adults do together.He proposed 20% of state school activities should be such child-centered one. It's real number they can do. It's meaningful number for the whole school,too. When a school adopts this proposal, this school may refer to activities of democratic school as a reference. More attention may be paid to democratic schools.<br />

In this forum, we have a session in which young people tell own life experience. Simone graduated from a Dutch democratic school and is a city council member.She was a good student at a state school, When she asked the reason why they have to do the homework, the teacher didn't explain. After that when the vacation time came, she felt very fine. On the contrary, her borother who was a student of a democratic school prefered going to schools than vacation.She was so shoked with this difference. So, she moved to the democratic school even though her friends advised her not to do so her future. Her story is very articulate and moving.<br />
